Independence council adopts 2024 building, plumbing, electrical and related codes

The Independence City Council on Dec. 16 approved a set of ordinances adopting the 2024 code cycle updates recommended by the International Code Council and related national standards.
Tom Scannell, the city’s community development director, told the council staff reviewed the 2024 I‑series codes and coordinated with building inspectors, the fire department and area jurisdictions. "Adopting the 2024 building codes ensures that construction aligns with the latest standards, technology, [and] sustainability," Scannell said. He added that staff tailored national provisions to local climate and soil conditions and consulted builders and the Home Builders Association.
Council members asked for specific examples. Scannell pointed to plumbing-code updates that add safety measures for locating sewers and introduce tracer wire specifications in coordination with municipal services; electrical-code changes included improved grounding and arc-fault protections. Scannell and council members said these changes generally apply when permits are pulled for new construction or significant alterations, not to existing systems that are unchanged.
The ordinances approved on second reading include adoption of the 2024 editions or related updates for property maintenance, plumbing, building, mechanical, electrical, existing building, residential (including 2024 energy-code amendments), fuel gas, energy-conservation commercial provisions and the fire code (which includes rooftop-solar and lithium-battery storage provisions for larger projects). Council approved each ordinance by roll call, 7 in favor and 0 opposed.
Council members and public speakers requested continued stakeholder outreach and targeted local amendments where national code language does not fit Independence’s climate or building practices. Several speakers urged that the city avoid adopting provisions wholesale without local tailoring.
The ordinances take effect as provided by municipal adoption rules; implementation will follow through the permitting process and building-inspection enforcement.
