The Lowell Area Schools Board authorized Owens and Kimbell Company to issue notices of pending awards and to finalize contracts for the first bid package of the 2024 bond, which covers work on the high-school track and related site improvements.
Dan Rathburn, representing the district—s construction management, said bid participation was strong and the package currently sits roughly $67,000 under the funds available. He reviewed low bidders by category: EPIC Excavating for earthwork at $5,129,919; Rethoridely Construction (as reported) for asphalt paving at $262,876; Consultants of West Michigan for fencing at $33,400; Peterson's Concrete at $103,291 for concrete work; and Fisher Tracks for track resurfacing at $144,951 (with an alternate reinforced surface option priced at $69,843). Rathburn said Fisher—s bid initially lacked confirmations during post-bid review but that outstanding items have since been addressed.
Board members asked about the fencing scope and timing; staff said fencing replaces the site perimeter near bleachers and adds underdrain where needed. The recommended timing is to begin work in early June after major spring events so as to have the site ready for fall athletics.
The board carried the authorization for notice of pending awards, with staff noting that final contract awards are contingent on receipt of required documentation from the recommended contractors.
