Board debates structure for book-challenge and library-advisory committees under proposed KECR rule

District staff presented a proposed KECR rule that would set up two related but distinct groups: a district library advisory committee (with librarians, principals, teachers, parents, a high-school student and a board member) to advise on library services and a separate evaluating committee to review formal book challenges that originate at a school.

Under the proposed structure, a local evaluating committee would include a librarian from the originating school, the school principal or assistant principal, a teacher, parent(s) or an SIC member, three school board members and, for high-school challenges, a high-school student. Administrators said the student role is intended to provide a "student voice" for material that primarily affects students.

Board members raised concerns about composition and overlap between the advisory and evaluating groups, argued for limiting the district lead librarian—s involvement on every local challenge panel, and debated whether a high-school student could face peer pressure when serving on a review panel. Several members argued for maintaining student participation at the high-school level while others urged careful selection of mature student representatives.

Administrators confirmed that the district has already removed several books at the state board—s direction and that principals were directed to ensure any challenged titles are not available while reviews proceed. The proposed KECR committee language will be edited based on board input and returned for future action.
