A public comment period opened the meeting’s substantive remarks when Gwen Shoy praised Mark Davis “for his 34 years of service,” citing a string of facility projects and decades of continuity on the board. Dana O’Dell and multiple board members offered additional tributes before the board received a formal state tribute, read by the presiding officer, signed by two state legislators.
On business items, Pat of the district’s financial advisor (PFM) summarized a proposed authorizing resolution to give district administration authority to refund both series of the district’s 2015 bonds “if the market conditions are right,” with the district targeting April–June as the likely pricing window. The motion to approve was moved by Mark and seconded by Greg; the board approved the resolution by voice vote.
