Board debates returning to two business meetings per month; approves a principal appointment after executive session

The Rock Hill School Board opened a governance discussion Dec. 10 about scheduling more frequent meetings and concluded the session with a personnel appointment following an executive session.

Chair Miller outlined a proposed amendment to Policy BE to return to two monthly business meetings (generally the second and fourth Tuesday), with one December meeting customary and only July meetings scheduled as needed. He said the change would improve communication, transparency and timeliness of board decisions. Several members voiced support — with caution about staff workload — and Vice Chair Hutchinson and others said the second meeting could be used for focused presentations and thematic work. The chair said the revision will be brought back for a second and final reading at the board’s first meeting in January.

Later the board entered an executive session to discuss personnel. After returning, a motion was made "that we accept administration's recommendation for principal bed board elementary" (transcript text). The motion was seconded, put to a vote and approved unanimously (7‑0). The motion text in the public minutes did not specify the appointed person or clearly identify the school in the audio transcript; the board recorded the outcome and indicated the personnel matter was handled via the executive session process.

Board members also discussed using the additional monthly meeting for targeted topics such as feeder patterns, middle‑school performance and work that requires more deliberation than one monthly meeting allows.
