District outlines three-year CIP: HVAC upgrades, Oakwood additions and Fort Rochester repaving

Unidentified Speaker S3 ran through the district’s three-year capital-improvement plan and highlighted HVAC replacement work slated at multiple schools, including Austin Bailey, Eugene Sires and Sand Hill. S3 said some HVAC work will be paid with TIF funds.
S3 and other staff described HVAC-system problems: older wall- and classroom-level packaged units and wireless control systems that have connectivity issues. S3 said the district plans to move back to hardwired control systems to improve reliability.
S3 and S5 also described other major-ticket items in the CIP: Oakwood Elementary additions (partly funded with TIF), new or upgraded locker rooms at middle schools, and a substantial campus repaving project at Fort Rochester High School. S4 said the district is working on a press-box replacement at Summerville High School and must follow procurement and permit submittal steps to proceed.
Staff told the committee the district aims to use construction-management services (S4 named Cummins) for larger projects and to post project documentation — including time-lapse photos — in Procore so board members and the public can track progress. S2 encouraged planning publicity/content (short-form videos) before groundbreakings.
What’s next: staff will finalize scopes, present construction-management options to the board (target January), proceed with procurement and provide the Facilities Committee an energy/cost-savings update when available.
