District student‑services staff said changes implemented for the 2023–24 school year updated discipline matrices and administrative regulations (including SS 16, SS 39 and SS 40) and incorporated multi‑tiered interventions, classroom‑level strategies and clearer reentry procedures for students returning from alternative placements. Dr. Skaggs, who presented OE‑13, said the district saw measurable declines in several categories: "Assault related incidents were reduced by 12%. Tobacco related incidents were reduced by 28% (including vaping). Threat related incidents reduced by 26%. Fighting reduced by 17%, and then bullying, harassment, or intimidation... for a total reduction of 32%." The presenter cautioned that changes in how infractions are classified under the new matrix increased hearings and expulsions in some categories despite those reductions.
Board members asked for details about the reentry process for students coming from juvenile placements or alternative schools. Dr. Skaggs said a multidisciplinary committee now meets to design individualized interventions and safety plans before students re‑enter school, and that the district documents parent notification and follow‑up steps as part of the process.
OE‑14 presenter Andrea Murray summarized learning‑environment goals including training, threat‑assessment protocols and materials updates. The committee asked about monitoring tools and after‑hours response; staff described the district’s use of device monitoring (Gaggle), the PREPARE model for threat assessment and the district’s move to a new reporting system, StopIt, for clearer triage of incident reports.
The committee moved both OE‑13 and OE‑14 to the full board’s consent agenda by unanimous consent; the items are scheduled for the December 10 full board meeting for formal action.
The meeting concluded with a brief schedule discussion and the chair adjourning by unanimous consent.
