Beaufort County schools detail hiring push, LEAP alternative-certification and move to integrated HR systems

Human-resources staff told the Beaufort County School District operations committee that the district is in compliance with personnel-related operational expectations and summarized recruitment, onboarding, and system changes.
HR officials said the district filled 216 teacher positions this year and has implemented LEAP, an internal certification program aimed at expanding the candidate pool for hard-to-fill subjects such as science and math. Staff said the district continues to offer a $1,500 locality supplement and reported a beginning teacher salary of $51,066. HR also reported distributing emergency-response kits, offering extensive professional-development hours, and moving the majority of employee files to an electronic personnel system.
On recruiting, Susie Lang, the recruiting and retention director, said the district uses online platforms (including Handshake), hosts virtual and in-person job fairs and offered early contracts at a recent fair to secure candidates. Staff said the district has used geofencing and a billboard campaign to target potential candidates in nearby markets; one presenter described geofencing as sending a job-alert message to a person—s phone when they enter a targeted location.
Risk and HR staff explained an increase in background and volunteer checks (reported from 369 to 462) after the district adopted Raptor, a vendor system that expanded community access and volunteer re-engagement after the pandemic. Matt Hunt and other staff described an ongoing migration to Frontline Central and an integrated HRMS intended to centralize recruiting, Frontline personnel files, and links to finance to support position control and historical records.
Recruitment and HR monitoring reports were moved to the consent agenda. Staff said they will post additional documentation and will continue implementation work on HRMS and file migration.
