Committee authorizes superintendent to finalize Stewart Point Road easement for multiuse path after legal edits

The operations committee authorized the superintendent to negotiate and finalize an easement agreement with the county for a multiuse path along Stewart Point Road, the roadway in front of Will Ranch Middle School.

County acquisition staff explained the request: a permanent right‑of‑way that secures the path and a temporary easement to allow construction access where the contractor must work beyond the permanent footprint. Staff said the project includes replacing an existing fence with an identical fence and that the easement does not create new access points onto school grounds.

Committee members pressed staff and county attorneys to clarify the exhibit language that distinguishes permanent and temporary areas. Because legal edits were still under review, the committee adjusted the motion to authorize the superintendent to negotiate and finalize the easement language — rather than sign the present draft — and to return a finalized package for the board. One committee member declined to second the motion until the attorneys’ finalized language could be reviewed; the motion was ultimately seconded and passed 2–1.

Staff said finalized exhibits and clearer delineation of permanent vs. temporary easement should be available within days for the board packet. The matter will move to the full board for final approval.
