The presenter outlined key OE components: evidence-based instructional programs and an instructional framework tied to monitoring indicators; alignment to South Carolina academic standards and state-required diagnostic providers (noting that MasteryConnect will be used for secondary diagnostic testing in 2024–25); textbook-adoption procedures and library-materials review tied to state regulation 38.1; career and technical education (CTE) alignment to workforce development and Perkins grant reporting; and innovative programs including project-based learning and multiple summers of cyber- and coding-camp offerings.
The presenter also highlighted a forthcoming PSAT training for middle-school students (Oct. 14–15) intended to increase National Merit Scholar candidates and described a transcript-evaluation platform to help counselors identify students who are on track for graduation.
At the close of the presentation, the chair asked for a motion to recommend the materials to the full board; Speaker 4 moved to forward all materials. The committee accepted the recommendation for referral to the full board; no final adoption occurred at this meeting.
Committee members noted pagination issues in the draft packet and suggested consolidating repetitive OE language for clarity before final board review.
