District readies enforcement and outreach as state requires booster/PTO registration

Staff told the committee the regulation mirrors state law language and requires organizations to provide documentation such as annual Form 990 filings and Secretary of State public charities registration. The regulation would permit the board to require criminal‑record checks for officers if there is reason to suspect financial crimes and allows the district to control facility use and logo/name use; staff emphasized the district does not have authority to force audits or remove officers — those powers rest with the Attorney General and Secretary of State.
Board members pressed for public education around the distinctions among School Improvement Councils, PTOs and booster clubs and asked staff to help clarify how parents and donors should make gifts (to the school versus to outside nonprofit accounts). Staff said they will schedule training and outreach with principals, athletic directors and parent groups and plan to reschedule a previously canceled visit from the Secretary of State's public charities representative.
The committee agreed to include the item in a future full‑board report so the public and new board members understand the change in requirements and enforcement limits. Staff will follow up with a checklist for parent support groups and a timeline for outreach.
