The Beaufort County Board of Education Academics Committee reviewed two administrative regulations at its Oct. 3 meeting: SS 3, covering student assignment and school choice procedures, and FS 60, a new rule governing home visits by certain district staff.
On SS 3, the committee heard a summary of changes that includes the addition of a nondiscrimination clause and clarified procedures for revoking school-choice approvals. The presentation spelled out notification timelines for principals recommending reassignment: for middle and high schools, principals must notify the committee and the parent or legal guardian in writing before Dec. 1, and, if the reassignment would take effect the following semester or school year, parents must be notified by May 1. For elementary schools the schedule is tied to quarters: second quarter (Dec. 1), fourth quarter (March 1), and by May 1 for the following school year.
Committee members asked who serves on the committee referenced in the AR and how interventions would be documented. The presenter said the committee is managed under the deputy superintendent and will use MTSS (multi-tiered systems of support) to document interventions and data points that support reassignment decisions.
FS 60 was presented as a new administrative regulation to guide home visits. The rule limits home visits that are part of residency checks to approval by the student services officer; other home visits require building-principal approval. The AR requires home visits to be conducted by at least two staff members and specifies that the team must include the coordinator of protective services or the director of protective services to ensure safety.
Committee members expressed support for the safety provisions. No final board adoption occurred at this meeting; the committee recommended the package be forwarded to the full board for consideration.
Next steps: the committee recommended forwarding the administrative regulations and the Operational Expectations materials to the full board for review; personnel and tenure matters referenced in public comment were routed to HR/Operations for further consideration.
