Operations committee: custodial vendor awards set; notice to cure issued to maintenance vendor

Speaker 7 presented a combined custodial and maintenance report describing a multi-vendor transition and operational metrics. "On July 9th, the board recommended and approved the award to 3 vendors," Speaker 7 said, and listed the firms: "We have the Budd Group, we have ABM, and Interstate Premier." HES, the current contractor, will stay on under an extension through Sept. 30; new vendors are scheduled to begin Oct. 1.
Staff said they have completed contract negotiations with all three vendors and are preparing transition and kickoff meetings, including plans to migrate existing staff to the new vendors. Speaker 7 said the district is preparing a single district training packet that will set uniform expectations, inspection documents and deficiency reporting so data is comparable across the three vendors.
On maintenance performance, staff reported a rise in work-order requests (a cited 9.5% increase in requested work orders compared with the prior period) and identified HVAC and general maintenance as the categories consuming the most man hours. The district said it has struggled to fill maintenance positions and reported maintenance staffing at about 89% (down seven positions). Speaker 7 announced the maintenance director appointment: "mister Robert Luki ... he has been appointed the maintenance director." Staff characterized Luki as experienced with district facilities.
The report said the district issued a notice to cure to ABM Industries Group on Aug. 14 in response to multiple unsuccessful HVAC startups at the start of school. "That notice to cure did go out on August 14th," Speaker 7 said. The vendor was required to provide a written response within seven calendar days with an intention to correct deficiencies; staff said they are awaiting that response.
Next steps: staff will monitor vendor transition activities and the ABM response; the maintenance solicitation work is in progress with a target to have a new solicitation to procurement by January 2025 for maintenance services.
