Quincy subcommittee agrees to revise calendar policy language; staff to draft MASC-based proposal

Members of the Teaching & Learning policy subcommittee discussed proposed changes to the district’s school calendar policy and directed staff to prepare a revised draft incorporating Massachusetts Association of School Committees (MASC) recommended wording and several local adaptations.

Policy presenter Laura Owens summarized differences between the district’s existing policy (some language unchanged since 1990/2006) and the MASC template. Committee members debated whether to use more general MASC language — which preserves superintendent discretion — or to specify that the district will observe federal, state and municipal holidays and three district paid holidays (Good Friday, the day after Thanksgiving and Election Day). Several members argued that specifying federal/state/municipal holidays reduces the need to relitigate holiday decisions each year, while others favored keeping policy language flexible to avoid contract negotiation conflicts.

Committee members also proposed moving the annual calendar approval deadline earlier in the cycle (recommendation: March 1 instead of June 15) to give families and staff time for childcare and scheduling. The subcommittee asked staff to add a senior‑day provision aligned to state rules limiting senior release days and to remove a specific reference to parent‑conferences scheduling from the policy draft.

The subcommittee (three members present) voted to advance the set of amendments and asked Owens to return with a consolidated draft at a subsequent policy meeting. The full committee will have opportunity for debate and a formal vote once the revised text is posted.
