Committee advances tweaks to staff-ethics and staff-conduct policies

The Policy Subcommittee advanced two updated personnel policies to the Committee of the Whole after a presentation by public-schools compliance officer Charlie Gallo.
Gallo said the updates to GBEA (staff ethics and conflicts of interest) include explicit references to hiring and promotion, language drawn from the conflict-of-interest statute on the appearance as well as the reality of conflict, and the removal of procedural text that belonged in an operations manual rather than policy. He described the work as a limited "tweak" to the district’s prior adoption of Massachusetts Association of School Committees (MASC) model policy language.
On GBEB (staff conduct), Gallo said the subcommittee inserted or clarified prohibitions that already exist under Chapter 71 and added bullet points to emphasize civil-rights and belonging considerations so that the district would be explicit about protected classes and student dignity.
Committee members asked how existing situations involving relatives or other conflicts would be handled. Gallo and HR representatives said effective date language would apply going forward, that the district would assign neutral evaluators or reassign supervision where appropriate and that applicants are required to disclose relatives on job applications. The subcommittee moved both policies to the Committee of the Whole by roll-call vote.
