Lewis County legislators met in regular session and approved a consent packet that included claims audited for payment, reappointments to the board of elections, trail additions to the OHV system, a state ADU grant application and a five‑year maintenance agreement for the county public safety radio system.
Claims and consent packet: The Financial Rules committee reported it had examined claims totaling $1,650,280.21 and recommended them for audit and allowance. Resolution 258 to audit and allow the claims was moved and seconded and carried. During the roll call one member recused themself because checks payable to them appeared among the vouchers; another legislator, Mosher, recorded an abstention for this vote.
Elections board appointments: The legislature reappointed Lindsay Burrus as the Democratic commissioner of elections (Resolution 268) and Anne M. Nords as Republican commissioner of elections (Resolution 269). Several legislators recused themselves from these votes where they had connections to the board of elections; both reappointments carried.
ADU and CDBG: As noted in the separate ADU article, the board authorized a grant application to New York State Homes and Community Renewal for a 'plus 1' ADU program (Resolution 278). Resolution 279 set a public hearing on Community Development Block Grant funding.
Public defense funding: Resolution 280 appropriated grant funds to public defense providers. A legislator noted these funds are a state pass-through and are not drawn from county general funds; a legislator recused themself because of a connection as assigned counsel. The resolution carried.
Trails and local law: The board carried Resolution 286 (a SEQR finding of no significant impact) and Resolution 287 to add 0.19 miles of new trail to the Lewis County trail system on property owned by Michael Dahlhoff; several legislators recused themselves and one member (Joe Berry) cast an opposing vote. The board also adopted Local Law No. 5-2024 (Resolution 288) to permit all‑terrain/off‑highway vehicle operation on approximately 0.6 miles of County Road 42 (Braningham Road) in the town of Gregg to connect the OHV trail system; Legislator Dahlhoff recused themself for that matter and the resolution carried.
Facilities: During committee reports the board authorized a $17,600 change order to Bronze Contracting to provide and install roof shoring at the former Lions Falls School; the funds for the work are covered under the remediation grant.
Public safety radio contract: The legislature approved Resolution 289, authorizing a five‑year agreement with United Radio for maintenance of the public safety radio system. A legislator asked for a copy of the contract and whether United Radio tested the antenna/hard‑line SWR; staff said the documentation and technical details could be provided.
Other business: The board announced a caucus to follow the meeting, a Christmas event, and then voted to enter executive session for labor negotiations.
