At its Oct. 10 meeting the Putnam County Protective Services Committee approved a series of budget amendments and line‑item clarifications across court, probation and public safety budgets.
Committee members approved an amendment to reflect a $37,610 federal crisis intervention/co‑responder grant as a 100% revenue/expense entry and amended the Homeland Security overtime/operations line from $8,500 to $11,427, also recorded as 100% grant funding. Members also moved and approved increasing a civil temporary staffing line to $24,000 after staff and legislators said the earlier tentative figure would reduce coverage by roughly three weeks.
The district attorney’s office outlined new costs tied to recent discovery changes. "We are obligated to get those recordings and have them transcribed and provide them to our defense attorneys as part of discovery," a prosecutor said, describing DMV refusal hearings and other administrative proceedings as sources of transcription expense. The office placed a $10,000 special services line in the budget to begin covering that need; staff said they are exploring whether DMV or outside transcription services will supply the records and what fees will apply.
The committee also reviewed an indigent legal‑aid agency request: staff said state distributions to the agency total about $1.6 million while the agency’s operations are about $2.2 million, and requested a county contribution of $652,000 to subsidize services for residents who cannot afford counsel.
Other items discussed included forensic services savings from a direct pathologist contract, the county’s exclusive use agreement with Putnam Hospital for its morgue after a 50/50 refurbishment arrangement, traffic safety grant corrections and equipment purchases such as license‑plate reader licensing and replacement ballistic vests.
All amendments discussed at the meeting were moved and approved by voice vote. The committee asked staff to provide clearer line‑item descriptions (for example, labeling license‑plate reader lines rather than generic "audio‑visual" descriptions) and requested follow‑up reports where grant timing or revenues remain uncertain.
