Putnam County clerk forecasts DMV revenue gains, notes land‑record slowdown

The clerk said land records (mortgages, refinances and large land documents) historically drive the office’s revenues and that slower real estate activity has reduced those receipts. For 2024 the office estimated roughly $800,000 in clerk revenues to date versus a prior estimate of $900,000, and the clerk said the responsible approach is to dial down revenue projections for 2025.
On the DMV side, the clerk’s office reported a more positive outlook: revenue sharing for online transactions improved (noted as about 10.75% retention), the office budgeted $1.25M for the current year and set a conservative $1.4M estimate for next year given the real‑ID deadline and normal license renewal cycles. Passport services and photo services were called out as additional revenue sources (the office receives a $35 execution fee per passport application and charges $10 for passport photos) and the clerk said passport Saturdays and photo services generate steady revenue.
Legislators asked questions about revenue lines and records management; the clerk said records management costs remained relatively flat and that passport fees are included in the clerk fee line.
