Putnam County Legislature approves routine salary laws, grants and $650,000 for dam repairs

Putnam County Legislature — Dec. 19, 2024 — The Putnam County Legislature approved a slate of routine year-end measures on Dec. 19, including local laws setting 2025 salaries, multiple fund transfers and grants, reappointments to boards, and a $650,000 capital appropriation for county-owned dam repairs.
The body voted by roll call to approve a local law establishing 2025 salaries for certain elected officials; the motion carried with seven recorded "Yes" votes and one recorded "No" from Legislator Crowley. Other personnel measures — including 2024 salaries for certain appointed officers and 2025 salaries for officers and employees paid from county funds — were approved by voice vote.
Law-enforcement and public-safety items approved included a sheriff's office reimbursement and deputy outside services for drug-recognition expert (DRE) callouts totaling $62,769; use of federal seized-asset forfeiture funds to purchase equipment; a $152,575 State Homeland Security Program grant; and a $255,000 award from the New York State Division of Criminal Justice Services Law Enforcement Technology Program. The legislature also approved a fund transfer reflecting Department of Social Services project costs and a separate transfer for daycare projected costs through Dec. 31, 2024.
Financial approvals included an $82,000 transfer for the health department (preschool/special district administrative costs), approval of tax collector warrants and entry into the 2024 book of proceedings, and a $43,000 overtime fund transfer for E911 dispatch center staffing.
In other business, the legislature approved a budgetary amendment in finance for DPW capital projects to fund repairs to county-owned dams in the amount of $650,000. The chair noted the dam-repair item had been discussed in audit committee earlier and brought forward for approval.
Appointments and agreements approved included the reappointment of Dr. Daniel Doyle to the Putnam County Board of Health (term to Dec. 31, 2029), reappointments to the Putnam County Board of Electrical Examiners (Robert Coonahan, Andrew Padala and William Rossiter through Dec. 31, 2027), and a revocable license/use agreement allowing the White Plains Vet Center to establish a Putnam County outstation to provide counseling services (supported by the veterans coordinator, Mr. Rohde).
Most items were presented as routine and carried by voice vote. The meeting record shows one recorded dissent (Legislator Crowley) during the roll-call vote on the local law setting 2025 salaries. The legislature scheduled its organizational meeting for Jan. 7, 2025 at 7 p.m. in the historic courthouse.
