Committee adopts amendments to ethics disclosure appendix A, adding IT and parks positions

The Personnel and Compensation Committee approved a resolution to amend Appendix A of the county’s Ethics and Disclosure Law (Local Law No. 9 of 2018, Section 8(A)), updating the list of positions required to file financial disclosure forms.

Legislative counsel Betsy Abraham said the appendix is updated regularly as new positions are created and others are abolished. She listed new positions to be added in the Department of Information Technology Services — director of application services; director of cybersecurity; assistant director of cybersecurity; system integration manager; and cybersecurity analyst — and said additions would also include a supervisor of program integrity and contract management in the Department of Social Services and a deputy commissioner in the Parks, Recreation and Conservation division of construction and maintenance. Abraham said the Director of Program Integrity (Social Services) is being removed because that position was abolished on June 15, 2024.

"This is something that's done, basically yearly as new positions are created and others are abolished," Abraham said. The chair called for a motion (motion by council; second by Kathy) and the committee approved the resolution by voice vote; the transcript records members saying "Aye" and the chair declaring the motion carried. No roll-call vote or individual roll-call tallies were recorded in the meeting transcript.

The amendment places newly created IT and related administrative positions under the county’s financial disclosure requirements; the resolution text and effective date were not included verbatim in the transcript and no dollar amounts or implementation deadlines were stated on the record.
