The Public Safety and Emergency Safeties Committee unanimously approved acceptance of $600,955 from the FY2024 State Homeland Security Program to support Orange County's homeland-security capabilities.
Emergency Services staff described planned uses including partial funding toward a mobile command vehicle replacement, automatic vehicle locating systems for police units, fixed license-plate readers to fill countywide coverage gaps, wireless tablets and maintenance for NIMS-compliant badging software. Staff said license-plate reader captures would be cloud-hosted by vendors and that plate data would be deleted after approximately 90 days if not used in investigations.
Why it matters: Officials said the funding supports operational readiness for events and hazards—including wildfire response—and fills technology and personnel gaps not covered by municipal agencies. Committee members asked about data storage and sharing; staff said the emergency services unit will manage vendor access and that crime-analysis staff and 911 may access data as operationally needed.
The committee approved the request by voice vote.
