Orange County urges state to fix EI Hub after providers report children missing from system

The Orange County Legislature on Dec. 5 approved a resolution asking New York State to urgently address deficiencies in the EI Hub data system after county providers and officials reported that children were missing from the database and service delivery was disrupted.
Sandra Brownzey, director of Intervention Services at the county Department of Health, told the legislature that roughly 1,600 Orange County families use Early Intervention (EI) services for children ages 0 to 3 and described the state’s Oct. 15 rollout of a revamped data platform by the Department of Health and contractor PCG as flawed. "Children are going without services," she said, and local agencies that provide EI services have been hampered by data errors and workflow problems.
During debate, Legislator Tuohy criticized the statewide system rollout and called it "an utter failure," saying records sometimes show children from distant upstate counties instead of local patients and that required data entries are missing. Tuohy thanked the health department and county staff for coordinating a quick agenda response and urged speedy state remediation.
The resolution, which the Health and Mental Health Committee had previously advanced, was adopted by roll call (19 ayes). The measure requests that the governor, the Bureau of Early Intervention, and the New York State Department of Health address the problems described in the county’s resolution.
The legislature’s action does not impose technical fixes but formally documents the county’s request for state intervention and signals local urgency about restoring accurate EI Hub functionality and uninterrupted services for a vulnerable population.
