Brainerd adopts 10-year Capital Improvement Plan for 2025–2034 with storm-sewer repair highlighted

Brainerd’s Safety & Public Works council on Dec. 16 approved the city’s 10‑year Capital Improvement Plan for 2025–2034, including a handful of project updates and staff recommendations.
City Engineer Jesse Dean summarized changes since a June workshop and highlighted projects now reflected in the CIP: the Lowell safe routes project (award received), the Rosewood Alley water/main/sewer project (funded in 2024 but delayed to 2025 because the contractor could not secure materials), and an Evergreen storm sewer outfall repair added to 2025 to prevent ongoing erosion near an existing sanitary-sewer main. Dean said staff are seeking council input on timing for the Evergreen repair and noted the storm-sewer fund is not in as strong a position as desired per a recent rate study.
Council members asked whether a major winter failure would allow the city to perform emergency repairs and whether the repair cost would increase if crews had to dig through frozen ground; staff said winter repairs would be more costly and slower. One councilmember expressed concern that some CIP projects do not include sanitary sewer work and urged staff to be confident that underground infrastructure is sound before repaving. Staff and council emphasized improved coordination with Brainerd Public Utilities to align projects and avoid repeated excavations. The council moved, seconded and approved the 10-year CIP by voice vote.
The decision directs staff to proceed per the CIP and to return with any adjustments, including funding strategies for the Evergreen repair and other projects as needed.
