City planning staff updated the commission that Country Manor, a proposed senior-living development north of the Northtown facility, is nearing construction. The project would include about 110 senior-living units plus a childcare facility.
Staff said the developer initially requested tax abatement terms roughly described as $850,000 over 10 years (45% abatement) but has since asked to increase the package to a $1.2 million maximum and a longer term (up to 20 years at 65%). The EDA reviewed the request and recommended a phased approach that would grant 100% tax abatement for the first three years, with the total not to exceed the $1.2 million cap; the item is likely to go to City Council on Feb. 3 for action and will require a PUD amendment for small value‑engineering changes.
Staff also noted the city opened the 2024 Saha Fund (State Affordable Housing Aid) with $104,000 available for qualifying projects and reminded the commission the Country Manor request will come back to the planning commission as a PUD amendment.
