Community Development Director Ms. Goodrod presented an application from Twin Cities Land Development to approve a replat described in the packet as "Ritter Meadows 3rd edition," a replat of a previous final plat covering 70 attached townhome units. She said the primary purpose of the replat is "to make the units deeper," which will allow the townhome units to be larger; the requested easement vacations are to be replaced by the new final plat.
Council member Joshua Lee asked for clarification about the effect of vacating public easements, noting concern about future access. Ms. Goodrod explained the vacated easements were placed with the previous final plat and "now that they are replatting that plat, they're being replaced" and that sometimes easements are removed only when utilities are relocated or are otherwise not needed on the recorded plat.
The mayor opened the public hearing and, with no members of the public speaking, the council moved to close the hearing, then moved and seconded to approve a resolution vacating public drainage and utility easements and to approve the final plat for the development packet labeled 'Ritter Meadows 3rd Edition.' The motion passed by roll call.
