Coon Rapids adopts ordinances regulating locations and operations of cannabis businesses
Summary

The Coon Rapids City Council approved multiple ordinances to regulate where state-licensed cannabis retailers and producers may operate within the city and to add local business rules and distance restrictions.
Council voted to adopt ordinances 2321–2325, amending several zoning code sections to regulate location of licensed retail and production cannabis businesses and authorized summary publication of the amended code. Council also adopted Ordinance 2326 (adding Chapter 5-31100) to regulate cannabis businesses generally and to authorize summary publication. City staff told the council the ordinances meet the state statute’s minimum requirements and that staff will monitor and adjust rules if the Office of Cannabis Management issues additional guidance.
The location ordinances passed by voice vote with one recorded nay from Council member Novak. Council members emphasized the need to comply with state law and to preserve flexibility as state rules are finalized.
What’s next: the city will publish summary ordinances as authorized and coordinate implementation with state licensing once the Office of Cannabis Management releases final rules.
