Commission approves Walcott Road building addition with erosion controls and flood elevation notes

Engineer Guy Haskett of Haskett and Associates described the plan to remove an existing roughly 30-by-40-foot addition and replace it with a new 50-by-40-foot addition built on slab-on-grade in essentially the same footprint. Haskett said the site is largely sandy and that storm runoff generally infiltrates; he outlined proposed erosion- and sediment-control measures and said disturbed areas would be restored with topsoil and seed. On timing, he estimated excavation and foundation work at about six weeks, with interior work taking longer.
Haskett also flagged federal flood-map updates: a draft FEMA map could raise the base flood elevation in the area by nearly two feet. He said the project team proposes slight grade raises at the building corner so the site can secure a flood certificate when the maps are adopted, avoiding immediate flood-insurance impacts.
Commissioners pressed about handling invasive plants near the wetlands; staff and the applicant agreed to include invasive-species management (cutting/painting or removal) as a condition. The approval includes the staff report conditions and the added invasive-species condition, and staff will monitor stabilization and revegetation after work.
Next steps: the applicant will obtain required building and wetlands permits and implement sediment controls and invasive-species measures before site disturbance begins.
