Coon Rapids accepts realtor place-making grant, approves MnDOT agreements for Mississippi Boulevard pedestrian bridge

The Coon Rapids City Council on Tuesday accepted a place-making grant from the Saint Paul Area Association of Realtors and approved state agreements to advance the Creek Regional Trail pedestrian bridge over Coon Rapids Boulevard.
Council adopted Resolution 24-108 to accept grant support that staff said will fund decorative banners and the mechanical fixtures that attach them to lampposts along Coon Rapids Boulevard, complementing the pedestrian bridge project. Amy Peterson, 2024 SPAR president, told the council the association covers a 12-county Twin Cities area and that the group and its nearly 8,000 members “appreciate and look forward to that continued collaboration.”
Staff and council members tied the banner work to the bridge and nearby trail connections, saying the improvements will better link the new bridge to the Creek Regional Trail and nearby developments. Council member Geisler moved to adopt the grant resolution; Novak seconded and the measure passed by voice vote.
Separately, staff presented two Minnesota Department of Transportation agreements to administer and reimburse design, construction administration and a portion of construction costs for the Creek Regional Trail pedestrian bridge (project 24-6). City staff said those LRIP agreements implement a 2023 state appropriation for the bridge; the council approved the agreements by voice vote.
The projects are proceeding in phases: staff said construction will pause for the winter and resume in March, and grant-funded banner work will be coordinated with final bridge construction and finishing work.
What’s next: staff will execute the MnDOT agreements and manage grant contracts and construction administration; construction is expected to ramp up again in spring.
