Norwich City Council unanimously adopted two resolutions on Dec. 16, 2024: acceptance of a local match for a state and local cybersecurity grant for the Norwich Finance Department, and an amendment to existing American Rescue Plan Act (ARPA) allocations. Both measures passed by 6–0 votes.
City Manager John Salamone delivered the manager’s report noting the city completed a $10.6 million bond sale on Dec. 5 with competitive interest-rate bids (winning bid reported around 3.533% and high bids near 3.640%). The manager said the bonds will finance the school construction program and infrastructure improvements; Standard & Poor’s assigned a double-A stable outlook.
Salamone also reported results from a Dec. 4 tax sale that produced $557,618 in recovered tax proceeds and that the city has recovered $1,103,450 in delinquent taxes since the sale was announced. He thanked volunteers and local organizations for recent community events and noted business contributions of $356,000 under the Connecticut Neighborhood Assistance Act to local nonprofits.
