Commission backs land swap with Supreme Industries to consolidate Naugatuck River trail

Cousins said the swap would convey roughly 1.92 acres of city-owned land in Harwinton to B & R in exchange for about 1.62 acres along the Naugatuck River. He told commissioners the exchange would allow the city to own and control nearly 500 feet of trail between Toro Field and the Water Resources Recovery Facility, facilitating future extension of the Naugatuck River Greenway.
Jeremy Leifer explained staff reviewed the proposal for consistency with Torrington’s Plan of Conservation and Development and recommended a favorable report to city council under CGS 8‑24. Department reviewers and regional staff provided positive endorsements and raised no regional conflicts.
Commissioners discussed the exchange and then voted to issue a favorable report to city council recommending the proposed conveyance and acquisition be found generally consistent with the POCD. The favorable report will move to city council for final action.
