Norwich HDC promotes two co-chairs as chair prepares to step down

The Norwich Historic District Commission voted at its December 2024 meeting to promote two current members, Dane and Greg Johnson, as co-chairs as outgoing Chairman Tim Dowen prepares to step down at the end of December.
Tim Dowen opened the discussion, said he would continue to assist during a transition and asked the commission to nominate replacements. Commissioners moved to promote Dane and Greg Johnson as co-chairs and discussed operational details: Dane will take the on-site lead for meetings while Greg will handle background work and paperwork. Members emphasized the need for a short “crash course” in running on-site meetings to ensure continuity. Tim said he would collate instructions and training materials and share them with the new co-chairs.
Members noted the promotion should be run by the city attorney if necessary; one commissioner said, “We may just wanna run it by Michael Driscoll, but I don’t think it should be a problem.” The motion to promote the two members was seconded, taken by roll call, and approved.
Commissioners also agreed to keep some meetings hybrid and scheduled a training opportunity for incoming leadership. The commission set the next regular meeting for Jan. 15, 2025, and agreed to coordinate an on-site handoff before Tim’s final meeting.
