Board approves Bluejay Road widening, Hodgesville roundabout and McCall Road signal contracts

Effingham County commissioners on Jan. 7 approved a slate of transportation contracts intended to address congestion and improve safety.
Procurement staff presented the low, responsive bid from Reeves Construction Company for an 8.03‑mile widening and resurfacing project on Bluejay Road that includes 2‑foot shoulder widenings and a 270‑day timeline. "This will bring us to 12 feet on both sides, so it'll make it a much safer road," a county official said. The board voted to award the contract to Reeves.
The board also approved awarding contract 24ITB‑074 to JA Long Incorporated to build a single‑lane roundabout at the Hodgesville and Bluejay Road intersection; staff said the 540‑day project is funded by the 2025 T‑SPLOST budget.
Separately, Moy Electric Company was selected to install a traffic signal at the intersection of State Route 21 and McCall Road, a project staff said would be completed within 90 days of notice to proceed. Commissioners and staff noted these projects are intended to work together with future roundabout and widening phases to improve regional traffic flow.
What happens next: staff will finalize contracts, issue notices to proceed according to each contract's timeline, and return updates to the board as construction advances.
