Police Jury approves $20,000 PILOT, five‑year review for Chateau Delight Apartments

The Calcasieu Parish Police Jury on Dec. 19 approved a payment‑in‑lieu‑of‑taxes (PILOT) arrangement for Chateau Delight Apartments that includes a $20,000 initial pilot payment and an initial five‑year term, with reviews every five years and the option to extend up to 20 years.

Juror Abshire moved the measure and Juror Barrons seconded. Nicole Miller, who identified herself as representing parish staff, told jurors the $20,000 pilot payment will be split between taxing jurisdictions and retained administrative costs. Miller said the agreement includes human‑services oversight, an intentional temporary low occupancy while a new owner reorients the property to an elderly‑only priority population, and the addition of 24‑hour security. She said the owners are changing admission criteria and that evictions are likely as part of the transition.

Jurors discussed safeguards. Abshire said the five‑year review period gives the parish an opportunity to “keep an eye on the project” and to pull back the pilot if the property does not meet parish standards. Miller said there are multiple contractual “outs” in the agreement. Juror Smith asked for clarification on the split of funds and the review cadence; Miller and staff confirmed the five‑year initial agreement and the administrative split of the $20,000 payment.

The jury voted to approve the resolution as presented. The approval carries conditions described by staff and sets the review timeline; no vote tally was recorded in the meeting transcript.

The parish manager and human services department will continue to monitor the project and report back at scheduled reviews; the contract includes provisions that can limit or end the pilot if terms are not met.
