Committee hears updates and directs staff on impact-fee research, permitting review and Ballantyne master plan
Summary

The Services Committee received staff guidance and directives on several non-action items and pending analyses.
On impact fees (Item 5a), the Chair directed the county administrator to research and present current law and the potential benefits of enacting impact fees in Richland County to reduce the tax burden on residents; packet pages 27–32 were cited and staff said an update is scheduled for the committee’s February meeting.
On permitting (Item 5c), the Chair moved to commission an analysis of the county’s residential development permitting processes and standards related to noise, flooding, air pollution and other environmental impacts, with potential recommendations to update the land development code, design manual, comprehensive plan and zoning map. Staff indicated that if the analysis requires more resources a future fiscal-year budget request may be needed.
On Ballantyne (Item 5d), the Chair moved to consider developing a neighborhood master plan to preserve community character and protect the Lake Murray watershed; staff said this item will be taken up as assigned from council to the committee and that no additional staff materials were presented today.
Committee members asked for nonresidential revenue estimates from impact fees and for clarifications on next steps; staff and the county attorney noted timing and potential budget implications. No votes were taken on these pending-analysis items; staff will return with more detailed information.
