Services Committee approves navigation easement for South Pickens townhome development

The Richland County Services Committee on a voice vote approved a navigation easement for the South Pickens townhome development that, according to airport staff, protects county airport operations and recognizes the right of aircraft to cause noise, vibration and other effects.
Peter Savales, speaking for the airport, described the document as “a navigation easement that has been forwarded to us for council's approval” and said the easement protects the airport “against any complaints against aircraft operation” and explicitly acknowledges noise, vibration, fumes and other interference associated with normal airport operation.
The committee clarified that the development sits within the City of Columbia’s jurisdiction and asked whether the developer has engaged neighborhood groups; Savales said he was not aware of such outreach. Committee members asked about height and approach clearance; Savales confirmed a 35-foot threshold tied to the project’s two-story buildings and explained the restriction is intended to preserve the approach to the north end of the runway and the airfield’s usability.
Savales said the easement will be recorded with the deeds office and that the City of Columbia is requiring the easement as part of permitting. After brief discussion the committee moved, seconded and approved the easement by roll call (affirmative votes recorded by the responding members).
