The Eaton County Board of Commissioners on Dec. 18 approved a series of routine and financial actions alongside ceremonial recognitions and the public safety millage question. Major votes and outcomes include:
United Township Police Service Agreement — Approved The board approved a 2025 interlocal policing agreement with United Township for $15,000 for the calendar year. Commissioner Barnes moved the resolution; Commissioner Haskell supported it; the motion carried by voice vote.
Windsor Township Police Service Agreement — Approved (approx. $1,134,070) The board approved a 2025 policing agreement with Windsor Township for $1,134,070, covering 80 paid hours biweekly for 2025. Commissioner Barnes moved the resolution; Commissioner Toomey supported it; the motion carried.
Resource Recovery contracts and tire recycling grant — Approved Public Works and Planning moved and the board approved a contract for household waste, electronics and battery recycling and an accompanying Eagle Scribe/Tire Recycling grant; both measures were approved by the board.
ARPA documentation and MOU to obligate remaining funds — Approved Ways & Means approved a formal resolution documenting how prior ARPA funds were allocated and later approved an MOU to legally obligate remaining ARPA funds, including use to reduce long‑term drain district obligations; Controller Connie Sobe reported the county had received $5,000,000 in state funding for a drain project and ARPA would be used to reduce the county’s future payments.
Interim agreement for operation of used facilities — Approved An annual interim agreement for operation of the county’s used (recycling) facilities was moved and approved.
Commissioner compensation and mileage resolution — Approved (no change) The board approved a resolution establishing commissioner compensation and mileage reimbursement effective Jan. 1, 2025; commissioners noted there is no increase to commissioner compensation.
Budget amendments; bills to pay; minutes approvals — Approved The board approved budget amendments, bills to pay, and committee and full board minutes (including closed session minutes) by motion and voice vote.
Closed-session settlements — Approved Following closed sessions, the board approved settlement recommendations: (1) a union settlement regarding GLP‑1 drug coverage through Dec. 31, 2024 and (2) a personnel settlement in the drain office. Both were approved by voice vote.
Recognition resolutions The board adopted resolutions and offered tributes recognizing retiring Treasurer Robert Robinson and several departing commissioners for long service. Robinson described programs his office established including a land bank, a volunteer income tax assistance program and a PACE district.
Next steps Where contracts require later execution, staff were authorized to finalize documents and implement programs per the approved resolutions. The county clerk will prepare and distribute materials for any ballot measure and contracts will be executed by the appropriate county officers.
