Unidentified Speaker (S9), the presenter, told the committee that the state agency (EGLE) has not released definitive guidance for county work plans and recommended that Eaton County request a 90-day extension to the MMP work-plan approval window. Staff said EGLE has encouraged counties to request extensions and that without the county-approved work plan the grant funds tied to MMP implementation will not be released.
The committee moved three actions drawn from the report. Unidentified Speaker (S10) moved approval of the recommended contracts and agreements from recent RFPs; the motion carried on a voice vote ('aye'). Speaker S10 then moved the scrap-tire resolution and the committee approved that item by voice vote. Unidentified Speaker (S11) moved the 90-day extension for the MMP work plan; that motion also passed by voice vote.
Debate during and after the votes centered on funding and local impacts. Commissioners questioned whether the modest planning funds EGLE will release (staff estimated about $60,000 per year plus $0.50 per capita) will cover infrastructure costs. Staff and several commissioners said the planning funds are intended for research and analysis, not to pay for construction or equipment. Commissioner comments repeatedly noted the county sits between state requirements and local recycling centers and urged continued engagement with grantees.
The committee's approvals were procedural votes to authorize the recommended contracts, adopt the scrap-tire resolution and formally request the MMP extension; none of the approvals created new county expenditures beyond the actions recorded in the meeting packet.
