Planning Commission clears several code updates, including sign‑code and fence/yard clarifications

The Watertown Planning Commission voted Dec. 19 to forward multiple zoning code amendments to City Council after staff described each as largely clarifying or clerical updates.
Ordinance 24‑17 updates the sign code (chapter 2180) to reflect post‑2017 case law and address recurring administrative issues. Ordinance 24‑29 includes wording changes across home occupations, bed & breakfasts, campgrounds, wireless infrastructure and pool setbacks. Ordinance 24‑30 reorganizes yards, open spaces, fences and off‑street parking standards for clarity. Ordinance 24‑28 clarifies accessory structure rules — notably that accessory buildings require a primary structure and that a camper/RV may be placed on a lot with an active building permit during construction for the duration of that permit.
Staff told the commission these items are primarily administrative fixes to make enforcement, review and public guidance more consistent. Each item opened for public hearing at the meeting had no public speakers and passed on roll call votes. The commission’s approvals will move the measures to City Council for further consideration.
