Raquel Favela, a consultant with the National Development Council, told residents that the city’s Market Value Analysis (MVA) classifies neighborhoods from A (strongest) to G (most stressed) and uses measures such as median market value, owner‑occupancy rates, new construction, rehab permits, subsidized renter share and code violations.
"What you see is the classification of markets from A to G," Favela said, summarizing the analysis the city commissioned. She said the MVA maps are now available as a GIS layer on the city planning website so residents can drill down to block‑group detail.
Favela gave the council of block‑group counts in each market tier and numerical examples to show how market differences affect policy choices. For an A market she cited a median market value of about $412,000; at the G end she cited $126,000. She emphasized that Irving has a substantial share of D markets, which the MVA flags as a large middle market where tailored interventions may be most cost‑effective.
The consultant said the MVA is intended as an operational tool: "it helps you be very intentional with the type of solution that you offer," and should be revisited roughly every three years to test whether interventions are achieving their goals.
Next steps include community feedback that will help staff and consultants translate the MVA into a 20‑year housing strategy and shorter three‑year checkpoints for reassessment.
