Committee approves two change orders and task-order contracts for Low Battery Phase 4

The Public Works Utilities Committee approved two change orders to the construction manager‑at‑risk contract for the Low Battery Phase 4 project and authorized multiple task‑order procurement contracts to support arch rehabilitation across the peninsula.

Matt Fountain described Change Order 5 as totaling $423,411.80 and consisting of two primary elements: roughly $200,000 to repair a collapsed brick arch and stabilize a haul road that posed a collapse risk during hauling, and just over $200,000 to add internal concrete support in the high battery wall to preserve existing large Bluestone pavers. Fountain said the work was identified during ongoing construction and was a cost‑effective opportunity while crews and closures were in place. He told the committee the amounts are within the project allocation.

On Change Order 6, Fountain said the $548,783.91 covers CWS utility relocation work and that those costs are “100% reimbursed by CWS,” with the CWS board having already agreed to reimburse the city. The committee moved and approved both change orders.

Fountain also summarized results from solicitation for task‑order (indefinite‑delivery) contracts used for ongoing arch rehabilitation. He said the city seeks multiple contractors with up to $750,000 of task‑order availability per contractor and noted the program covers about 10 miles of arch across the peninsula. The committee approved the awards to allow work to proceed under the selected task‑order contracts.

The approvals document the city’s approach to repair, stabilize, and preserve arch structures and allow reimbursable CWS work to be processed through the construction contract as part of Low Battery Phase 4.
