Irving outlines $100M drainage, bridge and transit plans, says Hidden Ridge DART station near opening

Mayor Rick Stoffer used the State of the City to highlight large capital investments that continued through the pandemic, including multi-year drainage and street programs and several transit and neighborhood projects.
City staff presented "Drainage Solutions for a Better Tomorrow," a five-year, $100,000,000 investment aimed at protecting homes and reducing flood risk; speakers used the Brockbank channel work as an example. Another five-year, $100,000,000 initiative called Road to the Future was described as renewing and reconstructing Irving streets.
Stoffer described a signature pedestrian/vehicle bridge spanning State Highway 114 that connects the former stadium site with northern property and said the follow-on Irving interchange (the so-called Irving intercept interchange) was initially projected at about $420,000,000 but came in "at about $320,000,000." He said the city will use TIF and overlay district dollars, plus flood-control-district resources, and estimated roughly $25,000,000 would be needed on the Texas Stadium site for a main spine road and utility work.
The mayor also noted the Hidden Ridge DART station was "probably about 60 days out from it being open," and framed the projects as components of a transit-oriented development connecting DART, trails and new mixed-use areas.
Speakers framed the investments as steps to attract development and support a prospective transit-oriented district, while stressing coordination with TxDOT for highway-related work.
