Ann Arbor Renters Commission adopts 2025 work plan, prioritizes enforcement staff and explores ombudsman

At its Dec. 19 meeting, the Ann Arbor Renters Commission adopted a 2025 work plan that emphasizes enforcement capacity, tenant education, and several policy priorities the commission will pursue or monitor in the coming year.
Commissioners kept on the agenda an audit of Chapter 105 enforcement and discussion of owner‑occupied rental certificate language, and agreed to push for additional enforcement staffing. Chair and staff said Rental Inspection Services and other city staff have acknowledged the department’s heavy caseload and that the city is working with the city administrator on a plan to add at least one full‑time position with paralegal skills to aid enforcement if new ordinances are adopted.
The commission also agreed to explore a landlord‑tenant ombudsman and to continue work on tenant education efforts, including improving access to Stream and prior complaint information so renters can make more informed housing choices. Commissioners discussed priorities for tenant opportunity to purchase/right of first refusal, outreach for seniors after a recent county millage, and tracking implementation of the green rental housing ordinance once it passes.
On scheduling, the commission voted to move its regular meeting time to the 3rd Thursday of each month at 5:30 p.m., beginning in January. Staff explained that an earlier start time could forfeit live TV streaming (CTN) but retain Zoom participation and upload recordings to YouTube later.
A motion to approve the 2025 work plan as amended was made, seconded and passed by voice vote. Commissioners asked staff to update the written work plan to reflect the discussed priorities and to place follow‑up items (including a request for a city attorney update on early‑leasing complaints) on the January agenda.
