The Lansing City Council introduced an ordinance to amend chapter 206 of the Lansing codified ordinances (section 206.16) to change the city’s preference for local bidders. The proposed amendment removes the $1,000,000 upper threshold for preference and clarifies that bidders using Lansing‑based subcontractors may be considered local bidders. Councilman Cost explained the change was prompted by a case in which a contractor headquartered outside Lansing planned to use local subcontractors and was excluded under the existing threshold; the council set a public hearing on the ordinance for Jan. 13.
Council approved the motion to set the public hearing by voice vote. The ordinance was read for the first time by title and referred to the Committee on City Operations for further consideration.
