Planning Commission adopts 2025 meeting schedule; staff reports on sustainability consultant and public art easements

At the end of its Dec. 18 meeting the Planning Commission voted to adopt the 2025 planning commission meeting schedule and approved cancelling the Jan. 8 study meeting, moving the election of officers to Jan. 15, 2025. Commissioners asked staff to verify and circulate the final calendar after small date corrections.
Planning staff updated the commission on several City Council actions and administrative matters: the council awarded a public‑engagement consultant contract (a Detroit‑based firm, Suzanne Yunus) for the sustainability action plan to begin in Q1 2025; LTU and Redico granted easements for public art installations (including a pollinator garden and a ‘Patch Panels’ sculpture near Town Square); and American Mulch’s street vacation and special land‑use approvals are moving toward easements and administrative site plan review.
Commissioners discussed the city’s approach to expired site plans and special land uses, noting site plans currently expire if construction does not commence within 18 months (with possible extensions) and that special land uses can be revisited if circumstances change. Staff said code enforcement can require basic maintenance but interior work is outside the city’s typical reach unless a building is declared a dangerous structure under state law.
