Commission adopts clerical zoning text amendments for uniformity across districts

The Wyoming Planning Commission voted Dec. 17 to adopt a package of zoning text amendments aimed at clarifying and standardizing terminology across multiple code sections.

Planning staff said the edits are primarily clerical: adding the word “principal” to permitted‑use headings where missing, clarifying references to permitted uses after special approval, moving dance halls/nightclubs and related uses into consistent special‑use categories, and changing some automobile gasoline/convenience store references so the form‑based code treats them as special uses where appropriate. “Recommended amendments for tonight are clerical in nature, creating uniformity across section titles, clarifying some use types, and removing clerical errors, antiquated terms, and dead links,” planning staff said.

A commissioner sought concrete examples of the newly defined “social service assembly” use. Staff and another presenter said it covers secular assembly institutions analogous to religious assembly halls — examples cited included Moose Lodge, social clubs and certain union halls — and that the clarified terminology is common in other zoning codes.

Commissioner Wendy moved and Roger seconded the motion to approve amendments to the list of sections read into the record; the motion passed on roll call. Staff recommended forwarding the adopted changes to the city council for final action per the normal code process.
