Council approves studies and repairs for water system, from emergency fixes to long-term resilience work

On Dec. 16 the Wyoming City Council approved multiple items aimed at maintaining and planning its water system. Council concurred with an emergency repair for a significant Kennewa Avenue water main leak that required replacement of roughly 180 feet of main and other isolation valve work; staff said the repair cost just over $191,000 and was charged to the water fund.
The council also approved a first-amendment design contract with Prine and Neuhof to design a surge suppression system for the 3rd transmission main, work staff said would be paid from previously approved bond proceeds and is intended to prevent damaging hydraulic surges or "water hammer" events.
On planning, council accepted a $45,000 amendment to continue Donahue's feasibility study on biosolids management, comparing anaerobic digesters and high-heat drying systems; staff said digesters and dryers would be multimillion-dollar capital projects and the study will evaluate costs, residual volumes and potential PFAS destruction at higher temperatures.
Council also approved quotes for replacement water meters and endpoints as part of a multiyear radio-read upgrade program and authorized replacement work for an oversized, nonfunctional elevator at the Clean Water Plant (staff said KONE was the only vendor able to meet the 48-inch door requirement).
What happens next: engineering design and feasibility work proceed; construction-level proposals and bids will return to council before implementation.
