Commission approves MDOT grants, transportation asset certification, FOIA update and manager search contract

Staff said the annual planning process involves human-service agencies and eligible organizations and disbursement to local agencies as outlined by the local coordinating committee. The motion was moved, supported and the chair announced "Resolution 42 has been approved."
Resolution 43 approved certification of the citys Transportation Asset Management Plan under Public Act 325 and authorized the city manager and revenue services director to sign state forms. Staff said agencies with 100 certified road miles must certify an asset-management plan. The commission moved and approved the resolution.
Resolution 44 (detailed in a separate article) updates the City of Battle Creeks FOIA policies to designate the city manager as FOIA coordinator with delegation to the city attorney beginning Jan. 1, 2025. The item prompted extended public comment and commissioner questions about fee impacts and process changes; staff described an online FOIA portal (NextRequest) and said they do not anticipate major fee increases.
Resolution 45 accepted a best-value proposal from the Michigan Municipal League for an executive search for a new city manager in the lump sum amount of $18,500, with optional add-on profiling and a public meet-and-greet for additional fees; the motion passed.
