At its final meeting of 2024, the Westland City Council moved, amended and approved the consent calendar and voted to pay vouchers as presented.
Consent calendar items approved included minutes from the Dec. 2, 2024 meeting; a split award for tree cutting and stump removal contracts (PPM Tree Service and Arbor Care LLC as primary, J & C Outdoor Services Inc. as secondary) with a three‑year term and a two‑year extension option; an extension of the golf course maintenance services contract for the 2025 season; adoption of a 2025 performance resolution for permit applications to the Michigan Department of Transportation to work in state highway right‑of‑way; approval to apply for the Wayne County Annual Permit A25128 to conduct repairs and maintenance on county roads; a fee waiver for the Westland Community Foundation event on July 25, 2025; and an extension allowing payment of 2024 winter taxes without penalty until Feb. 28, 2025.
The council also voted unanimously to schedule a closed study session on Jan. 6, 2025, at 6:00 p.m. to consult with legal counsel regarding Hovis v. City of Westland under MCL 15.268(e) and (h). Separately, the council approved a resolution authorizing application to the Michigan Liquor Control Commission for a one‑day liquor license for the Escott Youth Development Program’s Jan. 25, 2025 fundraiser at Jefferson Barnes Community Center.
Why it matters: The consent items establish routine city operations and contracts affecting public services and maintenance; the closed session scheduling notifies the public of forthcoming attorney‑client deliberations regarding active litigation; and the liquor license approval enables a nonprofit fundraiser.
Next steps: Staff will follow up on vouchers and contracts per normal procurement procedures; the city will appear before the zoning appeals board on outstanding variances for site‑plan items and will hold the closed session on Jan. 6, 2025.
