Developer asks Warren City to consider ARPA support for South Warren housing project

Baker said the project’s first phase is nine single-family detached homes for sale as part of a larger plan for 38 homes; she said the developer had secured a state grant and had recently acquired land (19 acres near De Quindre and 9 Mile) for a future phase. Baker described a remaining capital gap for the initial phase and asked the council to earmark ARPA funds for down payment assistance and to help close the per-unit funding shortfall she estimated in speech as "25 dollars 1,000 per home." She said the planned product would serve households at about 60% area median income (AMI) up through workforce housing at about 120% AMI and that down payment assistance would make homeownership more viable in South Warren.
The council did not take action on the request during the special meeting; staff did not present a formal proposal or funding recommendation at that time.
