"FRS is being recommended for many reasons," a council member said during the discussion.
Council also approved Hobbs and Black to lead police department design work. Administration representatives said Hobbs and Black proposed a fee of about 4.79 percent of the police department GMP, with design costs discussed as roughly $1,600,000 to be paid in phases from the building improvement fund. Council members emphasized a desire for a multigenerational, safety-focused facility and said PMR’s evaluation supported the selections.
Both resolutions passed on roll-call votes, 5–0. Council members and staff noted the process remains fluid with additional plans and renderings expected in 2025 and that the law department will draft formal contract language before implementation.
The council did not appropriate the full construction budget in this meeting; members described these as necessary early steps to secure vendors and proceed with design and procurement work on an accelerated timeline.
The next step is for the city’s law department to prepare approving resolutions and for the administration to bring finalized contracts back for implementation steps and public materials.
